Prepared a $10 million study on behalf of the Illinois General Assembly, delivered to the Illinois Power Agency for a $3 billion gasification brownfield redevelopment to process waste petroleum coke into substitute natural gas (SNG) and other valuable chemicals, including 85% carbon capture and sequestration. Responsible for the study from start-to-finish, including government relations, legislative review, grant agreements, administration, subcontractor management, and compliance. The facility cost report study was comprehensive across all disciplines: site, environmental, performance, cost, feasibility, permitting, and project execution.

FEDERAL LOAN GUARANTEE

Mainstay provided critical support for successful loan guarantee applications that were successfully approved for negotiation by the US Department of Energy. A Phase I and a Phase II submittal was developed, and the projects were approved for $1.6 billion and $1.9 billion of loan guarantee authority.

Commercialization of next-generation biomass plant, 6MW combustion turbine with co-generation. Mainstay aided in development of power plants using innovative Bioten technology.
48B TAX CREDIT
Lake Charles, LA
Application and subsequent re-certification for $128 million in IRS Section 48B industrial gasification tax credits. The Service ran a competition between qualifying projects to allocate the tax credits, and the Lake Charles project was chosen. The $128 million credit provided a valuable boost to the project economics.
